OONI shows cyberghostvpn.com reachable on 513 of 531 measurements since June 1, 2026, with Jio, ACT, and BSNL fully clean and 1 anomaly in 149 on Airtel. CyberGhost is not named in any MHA delisting order, and the archived complaints about its India server are all about geo-unblocking from abroad (the virtual Mumbai server), a different issue from using the VPN inside India. Low confidence only because we lack direct in-country tunnel reports.
