What we're seeing
OONI measurements from June 1 to August 10, 2026 show PIA's website hard-blocked on Etisalat (0 OK, 61 anomalies) and mostly blocked on du (1 OK, 8 anomalies), with a clean Wikipedia control proving the probes are healthy. PIA's restricted-region guides still prescribe manual OpenVPN configurations, which is an admission of blocking rather than proof the workaround connects; the current Mac guide surfaces TCP port 501 where our July note recorded 443. No dated in-country report on the workaround tunnel exists within 30 days, so confidence drops to low.

Comparitech (updated 2026-04-07) lists PIA 8th for Etisalat and calls it "a natural choice for any Etisalat customer" with a 59.51 Mbps average speed, but the speed methodology does not demonstrate testing from inside the UAE against Etisalat DPI. Near-zero weight. Also noted: gulfvpns.com (affiliate) claims NordVPN/Proton/IPVanish "confirmed working on Etisalat & du in May 2026" and conspicuously does not include PIA in that list.

AS5384 Etisalat/e&: 0 OK / 61 anomalies (hard, sustained website block; note Etisalat probes report on AS5384, not the AS8961 listed in our task brief, which has no probes). AS15802 du: 1 OK / 8 anomalies. The two remaining ASNs with OKs are AS16509 (Amazon, datacenter) and AS199739 (2 measurements), not consumer networks. Per-day view shows the pattern is flat June through August, no escalation and no recovery. Probe-health control: same window, AS5384, www.wikipedia.org = 33 OK / 1 failure / 0 anomalies, so the Etisalat probes are healthy and the PIA anomalies are real. Caveat: this measures the vendor website, not the tunnel. 2.

Consistent with the 2026-07-22 verification that recorded the UAE among listed restricted regions with a manual OpenVPN-TCP-443 path.
