OONI shows intermittent interference with protonvpn.com concentrated on Egypt's largest ISP: about half of TE Data/WE measurements were anomalous in June-July 2026, while Vodafone was clean, with zero confirmed blocks. On the usage side, Proton reported Egypt sign-ups 320 percent above baseline during the January 2026 Discord block, which implies the service was usable in-country at the time. One trap to know: Proton dropped pre-September-2023 manual OpenVPN configs on February 28, 2026, which can look like a country block to users on old configs.
