www.expressvpn.com is blocked on both major UAE residential ISPs per OONI (Etisalat/e& AS5384 and du AS15802, zero OK July through early August 2026) while datacenter networks reach it fine, so new users on residential lines likely cannot reach download or signup pages. No OONI coverage exists for api.expressvpn.com, so the website-vs-service split cannot be made, and no dated in-country tunnel report exists in either direction.

What we're seeing

OONI data through August 8, 2026 shows www.expressvpn.com blocked on both major residential ISPs (8 of 8 anomalies on Etisalat since July 2, 2 of 2 on du) while datacenter networks reach it fine, and a NordVPN control on the same Etisalat network shows the block is an ISP-wide policy against VPN vendor sites. Nothing dated says whether the tunnel itself connects: ExpressVPN's API host has no OONI coverage in the UAE, and no in-country user report from July or August surfaced in either direction. Until one does, the tunnel status stays unverified.
