New finding: on Etisalat, Proton's control-plane host api.protonvpn.ch is itself blocked (OONI, near-daily anomalies June 1 to July 19), so first-time sign-in or server-list fetch may fail on Etisalat even where the tunnel would work. On du the API host is clean; only the marketing site is blocked there. Set the app up before arrival.

What we're seeing
OONI data from June 1 to August 11, 2026 adds a new wrinkle: on Etisalat, Proton's control-plane host api.protonvpn.ch is itself blocked (4 OK against 49 anomalies), so first-time sign-in or server-list fetch may fail there even where the tunnel would work. On du the API host is fully clean and only the marketing site is blocked. protonvpn.com remains blocked on both ISPs (2 OK against 58 anomalies on Etisalat), with same-network Wikipedia controls clean. Stealth or OpenVPN-TCP remains the recommended path, set up before arrival, especially for Etisalat users.
