Method: Windscribe's restricted-country guidance (KB 'Troubleshooting Connection Issues in Restricted Countries', dated 2025-11-28) names UAE/Dubai as a region where IKEv2 and OpenVPN often get blocked and recommends Stealth, WireGuard or WStunnel, with no guarantee any combination keeps working. Amnezia WireGuard (announced for early 2026) is not yet referenced in that KB.

What we're seeing

Windscribe's own troubleshooting guidance, dated November 28, 2025, names the UAE as a region where IKEv2 and OpenVPN often get blocked and recommends Stealth, WireGuard or WStunnel with no guarantee. Beyond that vendor statement against interest, nothing dated exists: OONI has zero UAE measurements of any Windscribe host across two full years (a test-list gap we confirmed with a NordVPN control that returned rich data), and no dated in-country user report surfaced in either direction this pass. Unverified is the only defensible status.
