- Turn on obfuscation before you travel. Mullvad has been WireGuard-only since January 15, 2026, and bare WireGuard has a UDP fingerprint Turkish DPI targets. Vodafone mobile is the documented failure case: in-country users report the handshake dropped on Vodafone cellular, with Shadowsocks (or QUIC obfuscation on desktop 2025.9 and later) restoring it. Turkcell, Türk Telekom and fixed lines are reported working by those same users. The OpenVPN fallback several Turkish users relied on in 2024 no longer exists. mullvad.net is reachable in Turkey and Mullvad is not on the BTK list, so the website is not the obstacle.

What we're seeing
OONI measurements from July 2026 show mullvad.net reachable across 23 Turkish networks, at 767 of 768 successful, and Mullvad is absent from the BTK block list, so the website is not the obstacle here. Turkish users report the bare WireGuard handshake being dropped on Vodafone mobile data, with Shadowsocks obfuscation restoring it, while Turkcell, Türk Telekom and fixed lines work. Mullvad went WireGuard-only on January 15, 2026, so the OpenVPN fallback several Turkish users relied on in 2024 no longer exists. We could not re-observe the July 2026 reports this cell previously rested on, so confidence dropped to low on August 1, 2026.

- vendor (Aug 1, 2026): Mullvad's own help page lists Turkey among restrictive countries ("China, Egypt, Iran, Pakistan, Russia, Saudi Arabia, Turkey, Turkmenistan, United Arab Emirates and Uzbekistan") that use IP blocklists and DPI, and walks users through LWO, QUIC and Shadowsocks obfuscation. Notably the vendor does NOT claim Turkey works cleanly, so this source cuts toward degraded rather than against it. Still a single weak vendor source and not sufficient for any verdict on its own. - disagreements: One real conflict and one apparent-but-not-real one. (1) Affiliate review sites versus everyone else: vpnxd, tegant, bearvpn, speediumvpn, octohide and wizcase all surfaced in search claiming Mullvad or VPNs generally "work in Turkey in 2026", with no dated methodology and no ISP attribution. Recorded here only as the conflicting side, near-zero weight per policy, and never usable to support "working". (2) The per-ISP split is not a contradiction: Vodafone mobile users report bare WireGuard failing while Turkcell, Türk Telekom and Wi-Fi users report it fine. Both are consistent reports of a partial, ISP-dependent block, and that split is precisely what holds this cell at degraded rather than moving it to working or blocked. Note also that the 2023 GitHub issue #5612 claim that "Mullvad's website has already been blocked" is contradicted by fresh July 2026 OONI data showing mullvad.net clean on 23 Turkish ASNs; treat the website-block claim as stale. Research trail: subreddits checked were r/mullvadvpn (pullpush API, direct reddit and old.reddit both 403) and a cross-subreddit pullpush sweep that surfaced r/AskTurkey and r/VPN. - user_report (Aug 1, 2026): OONI community measurement, fetched directly, July 1 - Aug 1 2026 window, broken out by ASN. 23 distinct Turkish ASNs, 767 of 768 measurements OK, zero confirmed blocks. Türk Telekom (AS9121) 293/293 OK, TurkNet (AS12735) 342/342 OK, Superonline-Tellcom (AS34984) 43/43 OK. The single anomaly is one lone measurement on AS15897. The daily axis over Jun 1 - Aug 1 shows the same picture with no step change (last anomaly 2026-07-04; 783 consecutive OK measurements from 2026-07-05 to 2026-08-01). This is the freshest evidence in this file and it is website-level only: it proves mullvad.net is reachable, not that the tunnel connects.
- reddit (Aug 1, 2026): r/mullvadvpn, fetched via pullpush API (reddit.com and old.reddit.com both refused from this environment). Consistent in-country line across several users: 2025-01-09 "Vodafone here blocks WireGuard connection" on cellular, resolved because "Shadowsocks obfuscation in Mullvad doesn't have such a fingerprint"; 2024-10-18 "WireGuard obfuscation on (used to be automatic). It worked"; 2024-09-12 Vodafone Turkey blocks WireGuard, obfuscation enables connection; 2024-12-04 mixed result, most servers fine on mobile data but Wi-Fi limited to a couple of locations. One 2024-11-10 report says "OpenVPN obfuscation worked great" after Shadowsocks failed, a path that no longer exists post-January 2026. Background age (>30 days), not fresh evidence.
- forum (Aug 1, 2026): DonanımHaber, fetched directly (not a snippet). Turkish users: "Vodafone mobil internette WireGuard protokolüne komple bir engel var. Ne paralı VPN servisleri ile WireGuard çalışıyor, ne de kendi evimde router'ımda kurduğum WireGuard server'ı." One poster narrows it further: the handshake phase is blocked, so existing connections survive but new ones cannot be established, and Shadowsocks obfuscation gets WireGuard through. That is a protocol-level block on recognizable WireGuard UDP, not a brand block, which is why it matters for a WireGuard-only provider. Mullvad is not named in the thread. Background age.

Dated per-ISP complaints of WireGuard failing on Vodafone mobile data, most recently 2025-12-30 after a user ported in on 2025-12-19. Several complainants state explicitly that the same WireGuard connections work over Wi-Fi and on Turkcell and Türk Telekom lines, which pins the failure to Vodafone cellular rather than to Turkey nationally. Common questions
Is using a VPN legal in Turkey?
Yes. Using a VPN is not a crime in Turkey. The regulator BTK blocks access to many VPN providers instead, including 17 services in December 2023, so getting a VPN is harder than using one.
Do I need obfuscation to connect in Turkey?
For most providers, yes. As of July 2026, all 9 VPNs we verified in Turkey are only partially working, and each needs its obfuscated mode or a manual protocol to connect reliably on Turkish ISPs. Check the method notes on each status.
Should I set up a VPN before arriving in Turkey?
Yes. Many vendor websites are blocked by BTK, so download the app and finish signup before you arrive. App stores generally still carry the major apps.
