The situation in Turkey
Turkey's regulator BTK has ordered 27 VPN services blocked, and ISPs enforce it with deep packet inspection against standard VPN protocols. The practical pattern through July 2026: stock apps fail on Turk Telekom and Turkcell, while manual OpenVPN or obfuscated configurations still connect for most providers. Mullvad is not on the blocklist, and Turkish forum entries from June 30 to July 16, 2026 report it connecting fine; we still hold it at degraded because past ISP-level blocks recurred and the DPI targets protocol fingerprints generically. A proposed licensing regime (reported June 2026) would add fines and nationwide blocking of unlicensed providers. Every VPN we track here is degraded rather than dead: workaround-dependent and ISP-dependent, so check each page's method notes.

Vodafone mobile is the documented failure case: in-country users report the handshake dropped on Vodafone cellular, with Shadowsocks (or QUIC obfuscation on desktop 2025.9 and later) restoring it. Turkcell, Türk Telekom and fixed lines are reported working by those same users. The OpenVPN fallback several Turkish users relied on in 2024 no longer exists. mullvad.net is reachable in Turkey and Mullvad is not on the BTK list, so the website is not the obstacle. |

That is not proof the site is open, because recent probes sit almost entirely on TurkNet, a network that blocks nothing, so treat it as a coverage gap rather than a clean bill of health. Turkish forum snippets say the site loads but the Windows installer download fails, with users fetching it over another connection. Stealth or WStunnel on port 443 is the vendor's own recommendation for restricted networks. |
| Astrill | unverified | low | Still no verified config and no observed one. Astrill is absent from the BTK 27-service block list and has no EngelliWeb decision on record. The vendor now sells Istanbul and Ankara servers (it listed Istanbul and Denizli at the last pass) and names StealthVPN as its Turkey recommendation. Turkish ISP DPI is real and current, and Turkish forum snippets say UDP-based tunnels break intermittently while HTTPS-shaped ones survive, so StealthVPN is the setting a Turkish user would have to try. PIA's current documented path for strict networks is Multi-Hop with a Shadowsocks proxy; the older note about manual OpenVPN over TCP connecting by IP was not re-confirmed this pass. |
Legal status: Using a VPN is not a crime in Turkey, but the telecom regulator BTK has ordered ISPs to block access to VPN providers, including 17 services blocked in December 2023 without a court order. (source)
