Method: NordLynx (WireGuard) is reported failing under DPI on Türk Telekom and Turkcell/Superonline; in-country users get through with OpenVPN over TCP plus obfuscated servers, sometimes via manual config rather than the app. TurkNet (AS12735) looks unaffected on every channel checked. The nordvpn.com website is separately interfered with on Türk Telekom and Superonline but clean on TurkNet, so install before arrival or use a mirror. That website block is recorded here and is not treated as tunnel failure on its own.

What we're seeing

OONI measurements from July 2026 show the NordVPN website interfered with on Türk Telekom (182 anomalies in 299 measurements) and Superonline (37 of 38), while TurkNet was clean at 346 of 347. On those same two ISPs the Psiphon tunnel test still succeeded about 98 percent of the time, so Turkey is not killing encrypted tunnels wholesale. In-country reports say NordLynx fails and OpenVPN with obfuscated servers gets through, but the freshest of those predates July. We found no NordVPN-specific tunnel report inside the last 30 days.

reddit (Aug 1, 2026): Cross-subreddit pullpush sweep hitting r/nordvpn, r/vpns, r/AskTurkey, r/Piracy. Consistent line: 2025-01-20 r/vpns "switched from recommended protocol to OpenVPN (UDP)" after NordLynx failed in Turkey; 2024-12-19 r/AskTurkey says Nord and Surfshark are blocked and friends use Cloudflare Warp or Mullvad; 2025-02-14 r/Piracy reports Nord struggling against the Turkish firewall and recommends protocol switching. Background age, not fresh evidence. - disagreements: Two live conflicts, not averaged. (1) Vendor/press vs. users: NordVPN's position, relayed through Tom's Guide and TechRadar coverage of the BTK blocking waves, is that it saw "no significant disruptions" and that the NordWhisper protocol bypasses Turkish censorship. That is a vendor claim carried by affiliate-adjacent press with no dated in-country methodology, and it conflicts with every in-country user report found, all of which say the default protocol fails on Türk Telekom and Turkcell. Recorded as the conflicting side only; near-zero weight per policy, and never sufficient for "working" on its own. (2) Within the user reports themselves: TurkNet subscribers report NordVPN working normally while Türk Telekom and Superonline subscribers report failure. That is a genuine per-ISP split rather than a contradiction, and it is exactly what keeps this cell at "degraded" instead of "working" or "blocked". OONI reproduces the same split on the website, which is the strongest cross-check available here. Research trail: subreddits checked were r/Turkey (pullpush API, direct reddit 403), plus r/nordvpn, r/vpns, r/AskTurkey and r/Piracy surfaced through a cross-sub pullpush query. No Reddit content dated inside the 30-day window was reachable; the pullpush index tops out around February 2025, so all Reddit evidence here

Türk Telekom (AS9121) 182 anomalies / 299 measurements (61%); Superonline-Tellcom, Turkcell group (AS34984) 37/38 (97%); AS47524 16/17 and AS47331 13/14, both in the Türk Telekom as-set. TurkNet (AS12735) 346/347 OK with zero anomalies; AS206375 42/42 OK. Zero "confirmed" blocks anywhere, so this is DPI-style interference rather than an admitted block page. Is using a VPN legal in Turkey?

Yes. Using a VPN is not a crime in Turkey. The regulator BTK blocks access to many VPN providers instead, including 17 services in December 2023, so getting a VPN is harder than using one.

Do I need obfuscation to connect in Turkey?

For most providers, yes. As of July 2026, all 9 VPNs we verified in Turkey are only partially working, and each needs its obfuscated mode or a manual protocol to connect reliably on Turkish ISPs. Check the method notes on each status.

Should I set up a VPN before arriving in Turkey?
