Does CyberGhost work in Turkey?

As of Aug 1, 2026, CyberGhost is partially working in Turkey.

What we're seeing

OONI measurements from July 2026 show cyberghostvpn.com fully blocked on Türk Telekom, with zero successes in 366 measurements, and mostly blocked on Superonline at 1 of 36, while TurkNet was clean at 17 of 17. Wikipedia and Google returned 170 of 170 and 222 of 222 successes on that same Türk Telekom probe over the same window, so the block is targeted rather than a broken probe. CyberGhost has no obfuscation mode, which leaves WireGuard and OpenVPN over TCP 443 as the only settings worth trying. Its Turkey servers are virtual and physically sit in Romania.

• vendor (Aug 1, 2026): Vendor marketing page, fetched directly. Markets Turkey usage with no mention of blocking, DPI, obfuscation, or any dated status, and confirms the Turkey servers are virtual and physically hosted in Romania. Recorded as the conflicting side only, near-zero weight, and never sufficient for a "working" verdict on its own. - disagreements: Two conflicts, not averaged. (1) Vendor marketing vs. vendor support vs. measurement. The CyberGhost Turkey landing page sells Turkey access with no caveat at all, while CyberGhost's own support account on r/CyberGhost told a Turkish user that "Turkey is known to block and restrict VPN access", and OONI shows the company's own website 100% blocked on Türk Telekom. The marketing page is the outlier and is discounted. (2) Per-ISP split, which is a real split rather than a contradiction: Türk Telekom and Turkcell/Superonline show heavy interference on every channel checked, TurkNet shows none. That split is exactly what holds the cell at degraded instead of blocked. A third, weaker tension: the only reachable in-country user voice inside the last 18 months (r/Turkey, 2025-03-08) describes paying for and using CyberGhost without complaint, which cuts against blocked, but it is 17 months old, gives no ISP or protocol, and carries almost no weight. Research trail: Subreddits checked, all via the pullpush API after direct reddit.com and old.reddit.com fetches were refused (old.reddit.com was blocked at the tool level, not merely 403): r/Turkey by name, plus r/CyberGhost, r/worldnews, r/nordvpn, r/surfshark, r/NetflixViaVPN and r/vpns surfaced through a cross-sub query. Nothing dated inside the 30-day window was reachable; the pullpush index appears to top out around March 2025, so all Reddit material here is background by our own recency rule.
• user_report (Aug 1, 2026): OONI community measurement of the OpenVPN protocol itself (not the vendor site), Jun 1 - Jul 4 2026: 0 OK against 429 anomalies nationwide. Almost entirely one network, AS34984 Turkcell Superonline-Tellcom (423 anomalies), with AS9121 Türk Telekom 4 and AS47331 2. The strongest tunnel-level signal available, and it is the reason this cell is not moved toward working. Three caveats recorded honestly: OONI's openvpn experiment is experimental and a 100% anomaly rate can be methodological rather than real; it tests OONI reference endpoints, not CyberGhost's servers; and it is single-ASN dominated with no data after 2026-07-04.
• user_report (Aug 1, 2026): OONI community measurement, fetched directly, July 2026 window broken out by ASN. Türk Telekom (AS9121) 0 OK / 366 anomalies / 1 failure, a total block. Turkcell Superonline-Tellcom (AS34984) 1 OK / 35 anomalies. AS47331 0/12 and AS47524 0/10, both Türk Telekom as-set. TurkNet (AS12735) 17 OK / 0 anomalies, and AS205196 7/7 OK, AS48678 5/5 OK. Zero "confirmed" verdicts anywhere, so this reads as DPI/TLS interference rather than an admitted block page. Validated that the AS9121 probe is healthy, not broken: same ASN, same window, www.wikipedia.org 170/170 OK (https://api.ooni.io/api/v1/aggregation?probe_cc=TR&probe_asn=AS9121&domain=www.wikipedia.org&since=2026-07-01&until=2026-08-02&axis_x=measurement_start_day) and www.google.com 222/222 OK. The CyberGhost block on Türk Telekom is therefore targeted and real. Website-level evidence only.
• user_report (Aug 1, 2026): OONI community measurement, daily axis, Jun 1 - Aug 1 2026. Anomalies every single day of the window, with a step change in volume from 2026-07-22 onward (Jul 21: 2 OK / 10 anomaly; Jul 22: 2 / 31; Jul 26: 1 / 28; Aug 1: 0 / 17). Read the ratio, not the volume: the jump is plausibly a new probe appearing on a blocking network rather than a new blocking event, since the OK:anomaly ratio was already bad through June. Treated as evidence of a persistent steady state, not a fresh crackdown. Note the query uses domain= with the www. host; the bare host cyberghostvpn.com returns an empty set and that is a test-list artifact, not a coverage gap.
• reddit (Aug 1, 2026): Reddit reached via the pullpush API because reddit.com and old.reddit.com both refuse from this environment. Most on-point hit is r/CyberGhost 2024-01-12, where CyberGhost's own support account answers a Turkey connection complaint with "Turkey is known to block and restrict VPN access", the vendor conceding the problem in a support context. r/worldnews 2023-12-24 lists CyberGhost among the 16 VPNs blocked by BTK. The companion query https://api.pullpush.io/reddit/search/comment/?subreddit=Turkey&q=cyberghost&size=25&sort=desc returned a newest comment of 2025-03-08 ("Ücretli kullanıyorum, cyberghost vpn", a paying in-country user), plus a 2024-03-29 comment listing CyberGhost among the BTK-blocked services. Every one of these is far outside the 30-day window, so all of it is background, not evidence.
