www.expressvpn.com is blocked at ISP level on Türk Telekom (AS9121) and Tellcom/Superonline (AS34984), and reachable on TurkNet (AS12735). Install before arrival or use a mirror. App-side, ExpressVPN applies obfuscation automatically and the documented fallback when a connection stalls is switching the protocol from Automatic to Lightway-TCP. None of that confirms the tunnel currently connects for in-country users, which is why this cell is unverified rather than degraded.

What we're seeing

OONI measurements through August 1, 2026 show www.expressvpn.com blocked at ISP level on Türk Telekom, which returned zero successes in 315 measurements, and on Superonline, while TurkNet stayed clean at 147 of 147. That is a website block, not a tunnel verdict. We found no in-country report from the last 30 days saying whether the ExpressVPN tunnel itself connects. We moved this cell to unverified on August 1, 2026 rather than keep asserting partial service we cannot evidence.
