- Stealth protocol (WireGuard over TLS) is the setting Turkish users and Proton's own support point to; keep Alternative Routing on. The protonvpn.com website is BTK-blocked but ISP-specific: near-total on Türk Telekom (AS9121) and Superonline (AS34984), absent on TurkNet (AS12735). Install before arrival or use a mirror. The app's API host api.protonvpn.ch is not blocked, including on Türk Telekom, so sign-in and server-list fetch still work where the marketing site does not. Desktop clients without Stealth reportedly take longer to find a working server than mobile.

What we're seeing
OONI measurements from July 2026 show protonvpn.com near-totally blocked on Türk Telekom, with 1 success in 454 measurements, and on Superonline at 1 in 38, while TurkNet was untouched at 350 of 350. The app's own API host, api.protonvpn.ch, is not blocked on Türk Telekom (328 successes against 3 anomalies), so sign-in and server lists still work where the marketing site does not. Proton's support guidance and Turkish forum posts both point at Stealth as the protocol that gets through. No dated in-country tunnel confirmation turned up inside the last 30 days.

- vendor (Aug 1, 2026): Proton's official status page, checked today: all Proton VPN components (free, regular, Secure Core, streaming) operational, "no incidents reported" for every day 2026-07-19 through 2026-08-02. Global infrastructure only, says nothing about Turkish ISP filtering. Weak, supporting only, and explicitly not the basis for any verdict. - disagreements: Two real conflicts. (1) Website vs tunnel. Turkish news and the BTK block lists (Proton has been on them since Dec 2023, and the list reportedly passed 27 providers by May 2026) plus the OONI website data say "Proton is blocked in Turkey"; the OONI api.protonvpn.ch data says the app's control plane is reachable on the very same Türk Telekom network. Both are true and they are measuring different things. Do not average them: the site is blocked, the service is reachable, the tunnel is unmeasured. (2) Turkish forum snippets conflict with each other. Search snippets from technopat threads (https://www.technopat.net/sosyal/konu/proton-vpn-tuerkiyede-engelli-mi.3167045/ and https://www.technopat.net/sosyal/konu/hicbir-vpn-calismiyor.4084247/, both 403 on direct fetch, snippet-observed only, no post dates confirmed) carry both "Türk Telekom blocked Proton VPN" and "Stealth protokolünde VPN çalışıyor" (it works on Stealth). Undated, so neither moves the verdict. Separately, affiliate review sites (vpnxd, comparitech, safetydetectives, vpnpro, tegant) all assert Proton VPN works in Turkey with Stealth in 2026, with no dated methodology; recorded here as the conflicting side only, per house rules they carry no weight. Nothing found supports "working" to our standard, and nothing found supports "blocked" either. Critically, AS9121 (Türk Telekom) is 328 OK vs 3 anomalies and AS34984 is 106 OK vs 3, i.e. the two ISPs that block the website do not block the app's control plane. This is the main reason this cell is not "blocked". It is still not proof the VPN tunnel itself carries traffic reliably; OONI does not test Proton's WireGuard/Stealth endpoints. -
- reddit (Aug 1, 2026): r/ProtonVPN comment archive (fetched via pullpush; direct reddit.com and old.reddit.com both refused this environment). Turkish users report Proton support telling them "try the Stealth protocol" because ISPs block VPNs; one reports "on my mobile it is breeze with stealth, on my pc (which lacks stealth) it takes a while to find a server and a protocol that works"; another reports being stuck at "waiting for a usable network" after 12-14 hours of working service. Is using a VPN legal in Turkey?
Yes. Using a VPN is not a crime in Turkey. The regulator BTK blocks access to many VPN providers instead, including 17 services in December 2023, so getting a VPN is harder than using one.
Do I need obfuscation to connect in Turkey?
For most providers, yes. As of July 2026, all 9 VPNs we verified in Turkey are only partially working, and each needs its obfuscated mode or a manual protocol to connect reliably on Turkish ISPs. Check the method notes on each status.
Should I set up a VPN before arriving in Turkey?
Yes. Many vendor websites are blocked by BTK, so download the app and finish signup before you arrive. App stores generally still carry the major apps.
