- ISP-dependent. surfshark.com is blocked on the major consumer ISPs (Türk Telekom AS9121, Tellcom/Superonline AS34984, TTNET AS47331, Turkcell AS16135, Vodafone Net AS47524) and reachable on TurkNet AS12735, per OONI through 2026-08-01. A website block is not a tunnel verdict: install before arrival or fetch configs from another network. Turkish forum reports, all older than 30 days, say the stock app fails to connect or connects without receiving an IP on Türk Telekom, Superonline and Turkcell mobile, and that manual WireGuard or OpenVPN configs from the account panel still run.

What we're seeing
OONI measurements through August 1, 2026 show surfshark.com blocked on every major consumer ISP and reachable on TurkNet. Türk Telekom returned zero successful measurements every day from July 1 onward, so this is a standing block rather than a recent change. Turkish forum reports say the stock app either fails to connect or connects without receiving an IP, and that manual WireGuard or OpenVPN configs from the account panel still work, but all of those reports are older than 30 days. No fresh tunnel-level report exists in either direction.

- forum (Aug 1, 2026): Snippet-observed only (403 on direct fetch, both page-1 and page-3 URLs). Thread title "SurfsharkVPN Turkiye'de Yasaklandi!". Snippet says the website cannot be reached and its servers cannot be connected to, with no court order cited, and that OpenVPN UDP is the most stable protocol in Turkey while Turkcell/Superonline and Vodafone users hit connection problems. Undated in snippet; agrees with the eksi picture but cannot be established as within 30 days. - disagreements: Explicit conflict, not averaged. (1) Vendor vs. field: Surfshark's own restricted-countries support article (support.surfshark.com/hc/en-us/articles/360012116860, fetched directly, page states "Updated: May 22, 2025") does not name Turkey at all, names only China, and recommends generic protocol/server switching; Surfshark's Turkey server page markets the country normally. Turkish forums and OONI both say the site is blocked on the major ISPs. Vendor material is stale and non-specific, so it does not support a "working" call and is recorded only as the conflicting side. (2) Affiliate review sites (vpnalert, tegant, vpnxd, voidmob, freevpnplanet surfaced in search) uniformly claim Surfshark "works in Turkey" with NoBorders and no dated methodology; near-zero weight per policy, recorded as the conflicting side only. Notably, no source I found actually demonstrates NoBorders succeeding in Turkey on a dated in-country test. (3) Age conflict: the strongest tunnel-failure claims (X post Nov 2024, eksi "completely blocked on Turk Telekom with any protocol" Mar 2025, sikayetvar complaints 2023-2024) are all stale and cannot carry a downgrade to blocked on their own. Rules out a general TR probe-population or measurement artifact: the Surfshark deterioration is Surfshark-specific.
- forum (Aug 1, 2026): Snippet-observed only (direct fetch of the topic pages and of entry permalinks returned 403 from this environment, contrary to the usual eksi behavior). Snippets describe Turk Telekom and Superonline fixed lines plus Turk Telekom and Turkcell mobile unable to reach the site, with the app either not connecting to VPN servers or connecting without getting an IP; workaround given is downloading WireGuard/OpenVPN configs and using the official clients; explicitly states Surfshark runs unblocked on TurkNet. Entry dates not visible in snippets and one adjacent claim is dated March 2025, so treat as background corroboration, not fresh evidence.
