Does Windscribe work in Turkey?

As of Aug 1, 2026, Windscribe is partially working in Turkey.

What we're seeing

OONI recorded 464 measurements of windscribe.com from Turkish probes between January 1 and August 1, 2026 with no anomalies, so our earlier note that the website is blocked is not supported and has been withdrawn. That clean result is limited: almost all recent probes sit on TurkNet, a network that blocks nothing, so it reads as a coverage gap rather than a clean bill of health. Windscribe's own guidance for restricted networks is Stealth or WStunnel on port 443. No in-country tunnel report from the last 30 days was found in any language.

• forum (Aug 1, 2026): Snippet-observed only. Direct fetch returned 403 on the topic root, on p=6, on the windscribe-vpn topic 5402582 and on entry permalink 75045729, contrary to eksi's usual behavior from this environment. Snippets report Vodafone users unable to connect and believing the service is blocked, the Windows app download link blocked while the website itself still loads, downloading the installer via Opera's built-in VPN as a workaround, and at least one user getting connected on OpenVPN after contacting support. No entry dates were visible in any snippet, so this is undated background and cannot support or refute a current-week call. - disagreements: Stated, not averaged. (1) OONI vs. the existing DB method note. The DB says "Website blocked"; OONI has 464 Turkish measurements of windscribe.com in 2026 with zero anomalies and no measurement anywhere showing a block. Neither side is strong (OONI barely covers the blocking ISPs; the DB note has no cited measurement behind it), but the note should not be repeated as established fact. The eksi snippets suggest the real issue is the app download link, not the site. (2) Affiliate press vs. everything. vpnxd.com's "VPNs working in Turkey" list and searchengineinsight.com's "Top 3 VPNs for Turkey in 2026: How Windscribe Stacks Up" both assert working status with no dated in-country method. vpnxd's list names Atlas VPN as current, which under our own rule marks the source stale. Recorded as the conflicting side only, zero weight. (3) Vendor vs. field. Windscribe's knowledge base recommends Stealth and WStunnel on port 443 for restricted countries and its restricted-countries article names Iran, China and Russia; Turkey is not named anywhere, and windscribe.com/vpn-servers/turkey-vpn markets Turkey normally. • user_report (Aug 1, 2026): OONI community measurement, fetched directly. Jul 1 - Aug 1 2026, Turkish probes on windscribe.com: TurkNet AS12735 333 ok / 0 anomaly, AS206375 18 ok / 0 anomaly. Only 2 ASNs. Zero coverage on Turk Telekom AS9121, Tellcom/Superonline AS34984, Vodafone AS15897, TTNET AS47331. Clean result, but a coverage gap on exactly the ISPs that matter, not a clean bill of health.
• user_report (Aug 1, 2026): OONI control query, fetched directly, same country and window. nordvpn.com from TR probes: 618 ok / 255 anomaly, concentrated on Turk Telekom AS9121 (117 ok / 182 anomaly), Tellcom-Superonline AS34984 (1 / 37), TTNET AS47331 (1 / 13), Vodafone Net AS47524 (1 / 16). Two things follow. Turkey's per-ISP VPN blocking is active right now, and TurkNet AS12735 scored 346 ok / 0 anomaly on nordvpn.com, meaning the clean Windscribe result above comes from a network that blocks nothing. The Windscribe reading is confounded, not reassuring.
• user_report (Aug 1, 2026): OONI community measurement, fetched directly. The only Turkish measurement of windscribe.com from a blocking-capable consumer ISP all year: Vodafone AS15897, 2026-04-16, 2 measurements, both ok, 0 anomaly. Vodafone showed an anomaly on nordvpn.com in the July window, so this hints windscribe.com is not on the same BTK list as nordvpn.com. n=2 and 3.5 months old, so background only.
• forum (Aug 1, 2026): Snippet-observed only, direct fetch returned 403 from this environment. Thread "Hicbir VPN calismiyor". Snippet dates the relevant posts to April 2026 and states Proton and Windscribe connect but then hang, that restrictions differ per ISP, that some ISPs block UDP entirely and allow only TCP, that some throttle VPN traffic to roughly 10 Mbps, and that Turk Telekom blacklists servers of well-known providers. This is the single most relevant tunnel-level report found, and it is ~3.5 months old, so background under the 30-day rule.
